Welcome to the Human Resources Management web site. This site contains the latest information from the HRM service units – Benefits, Compensation and Classification, Workforce Planning, Equity, Diversity and Inclusion, Faculty Affairs, Training and Development, Employee/Labor Relations, Workers' Compensation, and Payroll Services.

HRM's goal with this site is to provide you with information on HRM programs and services and to assist with applying for a job, locating a form, gathering benefits information, locating HR-related policies, and the like.

Catastrophic Leave Program – Natural Disaster/State of Emergency

The California State University (CSU) recognizes that employees may be affected by a natural disaster, resulting in a need for additional time off in excess of their available vacation and sick leave. To address this need, eligible employees will be allowed to donate accrued paid vacation and sick leave credits from their unused balances, at the time of a natural disaster, to their co-workers in need of additional paid time off, in accordance with the provisions outlined below. Participation in this program is voluntary.

Eligibility to request for catastrophic leave donation:

An employee becomes eligible when all of the following conditions exist: 

(a) their principal residence is located in a county where a state of emergency has been declared by the Governor;

  • Employees requesting donations must provide documentation to support their need for the donations. 
  • The following are what campuses may accept:
    • Insurance claim for primary residence
    • Repair estimate to return primary residence to prior condition
    • Report from fire department or police
    • Relocation documents

(b) they are unable to work due to the effect of the natural disaster/state of emergency on the recipient employee’s principal residence;

(c) they need time away from work but face financial hardship due to having exhausted all accrued personal holiday (PH) credits and compensating time off (CTO) and having a balance of forty (40) hours or less in each accrued vacation credits and sick leave credits.

Complete and submit the Catastrophic Leave Program - Natural Disaster/State of Emergency Request for Leave form to start your request. Upon completion, you will receive an email to confirm your email address. You must confirm by clicking on the email link or your request will not be submitted.

Eligibility to donate leave credits for catastrophic leave:

All employees who accrue and who are eligible to use accrued vacation and sick leave credits may participate in the Catastrophic Leave Donation Program - Natural Disaster/State of Emergency. There is no minimum service requirement for eligibility.

To view your leave balances, log into PS HRM and view your "Employee Leave Inquiry" page.

Complete and submit the Catastrophic Leave Program - Natural Disaster/State of Emergency Request to Donate Leave form to donate your leave credits. Upon completion, you will receive an email to confirm your email address. You must confirm by clicking on the email link or your request will not be submitted.

Other Benefits

CSU employees and their family members who are impacted by the recent disasters in California, may be eligible to receive one or more of the following benefits.

CalPERS health plans have provided information for members who may be impacted and/or displaced during a natural disaster. The CalPERS website includes an FAQ that answers several critical questions such as continuity of care, network access, prescription fulfillment and facility closures. You can also call CalPERS directly at (888) 225-7377.

LifeMatters by Empathia is a free, confidential counseling service that can assist you with recovering from the emotional and physical impact of natural disasters. Empathia offers information on evacuating and rebuilding. Additional resources include referrals to local non-profit organizations, along with community-based support. The toll-free number for LifeMatters is (800) 367-7474. Please reach out to your benefits office to get your campus-specific password.

If our CSU policy holders need assistance in filing a claim, California Casualty as updated messaging on their website, CalCas.com. To get assistance, please call (800) 800-9410 and choose option 4, or log in to your account portal to file your claim. If you do not have your online account set up, you will need to set one up.

In partnership with The Standard, anyone impacted by the California Wildfires can access on demand support via Health AdvocateSM  by calling (866) 799-2921. Health Advocate can provide resources regarding shelter, aid and more. There is no charge to call the Health Advocate team. Learn more on their flyer

ARAG is providing coverage at no cost for employees identified by CSU who have been impacted directly by the Los Angeles wildfires . This coverage will be available thru 3/31/2025.  Coverage will include the following:

  1. Support from Immediate Access Phone Attorneys for Advice/Consultation – as an example if an employee needed advice on what questions to ask their mortgage company if their home was destroyed in the wildfire. 
  2. Document Preparation/Document Review – as an example, if an employee wanted an attorney to review their lease agreement to identify what obligations their landlord has if their rental property was damaged in the wildfire.
  3. As previously shared, ARAG created this website for all employees that offers tips, resources and a guidebook to help them with legal/financial issues they may have to deal with after a wildfire. Some specific materials that might be immediately helpful include:

ARAG Los Angeles Wildfires Sign-up Form

Impacted VSP members can receive no-cost eye care and replacement eyewear if your eyewear was lost in the recent wildfires. Any VSP member who has lost or broken their eyewear due to the LA fires can call our Member Services Support Line at (800) 877-7195 to have their VSP benefits reinstated regardless of eligibility. Individuals without VSP coverage can contact their local American Red Cross chapter or shelter or call (800) RED-CROSS (800) 733-2767 to ask about support for replacement eyewear, which may include VSP Eyes of Hope gift certificates or an alternative solution. Delta Dental affirms their commitment to provide access to care and assistance to impacted members during this difficult time. Delta Dental will make accommodations for our Los Angeles and Ventura County members impacted by the fires including but not limited to authorization of replacement of dental equipment (retainers, dentures, partials) and access to an appropriate out-of-network provider, if an in-network provider is unavailable due to the state of emergency and/or displacement. Any member who has special or extenuating circumstances as a result of the fires should call Delta Dental Customer Service for assistance at (800) 626-3108.
